In April 2001, the Government announced that Modern Apprenticeship schemes should consist of the relevant NVQs, Key Skills and an element of off-the-job training to be delivered through something known as Technical Certificates. These should provide the knowledge and understanding that supports the NVQ(s) in the MA scheme.
QCA subsequently asked each NTO to identify the Technical Certificates for their MA scheme(s). The Technical Certificates will be qualifications approved as delivering the required knowledge and understanding and will be accredited to the NQF. NTOs have been consulting with Awarding Bodies and others about whether there are existing qualifications that can be approved as Technical Certificates or whether there is a need for new qualifications to be developed. This process is on-going but is due to be completed by March 2002.
To date the following qualifications have been approved as Technical Certificates by the appropriate NTO and QCA:

- BTEC National Diploma in Mechanical Engineering
- BTEC National Certificate in Mechanical Engineering
- BTEC First Diploma in Operations & Maintenance Engineering
